I have the same problem , exactly the same problem that busykitchen and concerned elderly described/ posted. I will have 6th electrical stove unit taken out of my house tomorrow, due to same problem. And it's 6th unit in last 1.5 months. I do not know who checks those cooktops and stoves , if they do that at all, for proper insulation. It's been nightmare and on going battle for us in last 1.5 months. Those units are fire hazard and I think manufacturers should take this problem / issue seriously and get it fixed before it causes fire in somebody's kitchen.

We have used this stove for two years now, fought with GE re: warranty, the coil burners lean and the cooking oil all goes to one side of the pan. The top is level, the burner supports are defective. The oven door leaks and the baking is uneven. Had the top replaced, the coil replaced and now the door. Better off cooking over a campfire.

Comment:
Got this stove in September, 2011. All was fine until I used the broiler. Had a metal spoon sitting on top of the stove, and when I picked it up to stir something, it burned my hand. When I use the broiler, the entire top of the stove gets so hot in 15 minutes that you cannot touch it without getting burned. It gets that hot from edge to edge, and front to halfway up the control panel. It feels just as if GE put no insulation between the broiler element and the top surface of the stove. I have had electric coil top stoves for 40 years, and have never encountered this problem before. Have had it checked by GE repairman, and GE's specs for this stove include the entire top getting that hot. I have been told that it's normal for the top to get warm when the broiler is in use. Warm implies that you can keep your hand on it. This stovetop does not get warm - it gets very hot! Checked with UL, and they have no upper limit for heat on a stovetop. Makes sense for the burners and immediate surrounding area, and for the front edge when the broiler is in use. But for the entire top, including half of the control panel? Asked my countertop installer if heat from the stovetop edge would damage my new countertops. After he said take the stove back!, he said yes, it will melt the edge of the countertops over time.
The fact that it gets so hot with just the broiler on for 15 minutes also affects using the oven's self-cleaning feature. This stove comes with enamelled drip pans, which you are supposed to just put in the oven when you use the self-cleaning feature. It has been recommended to me that I pull the stove 2 feet away from my cabinets and countertops if I want to use the self-cleaning feature, to avoid damage of said cabinets and countertops.
I am very disappointed in my communications with GE. I get the sense that they feel it's perfectly normal for a stove to overheat the top when using the broiler. It's certainly not normal to me, and as I said, I have been using this style of stove for 40 years.
I would not recommend this stove to anyone. Even if you never broil, you probably will want to use the self-cleaning feature, and in my opinion, it's very dangerous.
