The nonprofit Recycle-a-Bicycle in New York City (www.recycleabicycle.org) takes used bikes to help teach kids bicycle repair and other skills. The nonprofit Pedal Revolution bike shop in San Francisco (www.pedalrevolution.org) is similar and accept bikes with no severe rust or damage.
